Albanian Forum for Banking Security, organized by the Albanian Association of Banks and its Committee for Banking Security, held its work on January 31, 2012, in Tirana.

In this forum, the organizational issues of the Security structures, the legal basis that regulates this field, as well as the tendencies of robberies, and the prospects of their detection, were discussed. The purpose of the forum was to increase the level of cooperation between actors and operators involved in banking security issues, not only in the Albanian territory but also beyond.

In this context, at the Forum there were guests from the General Directorate of the State Police, from the Physical Security Protection Societies (SHRSF), and representatives of Companies that design, apply, and support electronic protection systems. Special guests in this activity were the representatives of the physical security structures of ProCredit, Raiffeisen, and Banka per Biznes, of the state of Kosovo.

This Forum was organized for the first time in Albania, with the initiative of the Chairmanship of the AAB Committee for Banking Security and the support of the AAB Secretariat. In the welcome speech, Ms. Endrita Xhaferaj, Secretary General of AAB, emphasized the need for better interaction and engagement of the parties (banks and police structures) for the prevention of criminal cases, and the guarantee of normal working conditions of banking activity.

The first section of the activity started with the presentation of Mr. Bajram Ibraj, Head of the Physical Security Department, Intesa Sanpaolo Bank at the same time and Chairman of the AAB Committee for Banking Security, who reported on the way of organization and functioning of the AAB Committee for Banking Security, for the activity developed until now as well as the latter’s objectives for the future.

The presentation was brought to the forum by Mr. Alfred Agastra, Head of the Armed Robbery Sector, General Directorate of the State Police, where he presented statistics on bank robberies, some features that characterize these criminal acts, the trend of this phenomenon as well as the importation of crime from other countries.

The second section, moderated by Mr. Roland Tashi, Deputy Chairman of the AAB Committee for Banking Security, and Security Coordinator at ProCredit Bank, started with the presentation of Mr. Qirjako Taçe, Head of the Security Department, Union Bank, who emphasized the importance of security management in banks, made a general analysis and drew conclusions on some features of robberies in the country.

In addition, there were very interesting presentations by the security representatives of the banks in Kosovo, who, among other things, addressed the way of organization and operation of the security structures in these banks, the forms and ways of cooperation with law enforcement, and prosecution institutions, as well as the trends of crimes criminal in the State of Kosovo. During his presentation, Mr. Kreshnik Halilaj, Director of the Security Department, Raiffeisen Kosova, emphasized and argued the need for the operation of a new, unique structure that follows security issues in banks, which will have all operators that follow security issues in the bank under its authority. including IT, care at work, etc.

The representatives of the SHRSFs addressed the problem of increased cooperation between them, the banks, and the State Police, as well as the need for possible legal changes regarding the organization and licensing of these companies, specifically addressing the legal requirements and definitions for them. that provide security services to banks. Mr. Jani Angjeli, the representative of the AES COM Society, presented material on the topic of “Electronic security and protection systems”, where the need for the integration of security systems, the application of new contemporary systems, data management, and administration through centers was underlined. of monitoring.

The forum was highly appreciated by the guests and participants, who agreed that this forum should be followed by other similar activities with an even wider level of participation.
